Notes from the November 28, 2016 meeting:

PRESENTATIONS:

Freedom Park Conservancy:  Steve Cushing reported that the FPC has filled all vacant positions and is gearing up to work on a new Master Plan for Freedom Park. They will approach each adjacent neighborhood for input during the process. He also reported a small improvement project going forward now; picnic tables will be installed at 3 locations: near the Domenge sculpture (near North Ave and Clifton), at the Poncey-Highland playground (near North Ave and Freedom Parkway), and at the Inman Park playground (near Poplar Circle).


 SPECIAL EVENTS AND OUTDOOR FESTIVALS:

Paideia Field Day (Candler Park, November 5, 2015); no changes from prior years. CPNO supported the application; NPU-N Board voted unanimously to support.


 BOARD OF ZONING ADJUSTMENT (BZA):

900/904 Dekalb Ave NE (V-16-254, Inman Park); seeking a Special Exception to reduce off-street parking from 93 spaces to 51 spaces. Applicant presented revised site plan responding to input from immediate neighbors and IPNA. IPNA supported the application, conditioned on the revised information received by the City on Nov. 23, 2016 and the revised site plan dated Nov. 23, 2016. NPU-N Board voted unanimously to support with like conditions.

644 Linwood Ave NE (V-16-263, Poncey-Highland); seeking a Special Exception to increase the height of a retaining wall in the rear yard from 6 ft. (allowed) to 9 ft. PHNA supported the application, conditioned on all wall materials visible from the park being granite or stone material, and the fence above the wall being 42” maximum height and at least 50% open. NPU-N Board voted unanimously to support with like conditions.

452 Ridgewood Rd NE (V-16-283, Lake Claire); seeking a variance from the zoning regulations to reduce the north side yard setback from 7 feet to 4 feet 6 inches to allow a rear addition to a single family dwelling. Pending lot resolution by the Office to Planning. LCN supported the application; NPU-N Board voted unanimously to support.


 CDP LAND USE AMENDMENT (VOTE REQ'D):

1956 DeKalb Ave NE, 1960 DeKalb Ave NE & 266 Oxford Place NE (CDP-16-39, Lake Claire): An ordinance to amend the Land Use element of the 2011 Atlanta Comprehensive Development Plan (CDP) so as to redesignate property located at 1956 DeKalb Avenue from the Low Density Commercial land use designation to the Medium Density Residential land use and 1960 DeKalb Avenue and 266 Oxford Place NE from the Low Density Residential to the Medium Density Residential land use designation and for other purposes (Z-16-56). LCN supported the application; NPU-N Board voted 6-0 to support (electronic vote on 11/19/16 due to unusual meeting schedule in November).


 TEXT AMENDMENTS (VOTE REQ'D):

Z-16-066: An Ordinance to amend section 16-019B.003 of the 1982 City of Atlanta Zoning Ordinance to allow outdoor aquatic recreation establishments as a use within the planned development-mixed use (PD-MU) zoning districts, subject to approval of a special use permit, and for other reasons. NPU-N Board voted 6-0 (with 1 abstaining) to support.

Z-16-067: A proposed ordinance to permit Private Schools in districts zoned I-1 (Light Industrial) by Special Use Permit. NPU-N Board voted unanimously to support.

Z-16-068: A proposed ordinance to define ATV parks; allow ATV parks in districts zoned C-2, I-1 and I-2 by Special Use Permit; and to require that ATV parks be located on a minimum of 10 acres of land at a distance of no less than 500 feet from any residential districts. NPU-N Board voted 4-0 (with 3 abstaining) to oppose.

Z-16-069: An Ordinance to amend the 1982 City of Atlanta Zoning Ordinance, as amended, by amending the text of the ordinance, including individual zoning district regulations and definitions, so as to hereafter require a special use permit for music recording studios; and for other purposes. NPU-N Board voted 5-1 (with 1 abstaining) to oppose.


 PROPOSED LEGISLATION:

16-O-1605: An Ordinance by Community Development/Human Resources Committee amending Atlanta Code of Ordinances Section 110-3 to revise certain fees related to amenities and programs offered by the Department of Parks and Recreation; and for other purposes. NPU-N Board voted 5-0 (with 2 abstaining) to support.


 NEW BUSINESS:

NPU-N 2017 Officer Nominations: Chris Jenko, Chair; Catherine Woodling, Vice Chair; John Dirga, Secretary; Amy Stout, APAB representative. NPU-N Board voted unanimously to support.

NPU-N Executive Committee meets on the fourth Thursday of every month, January through October. The November and December 2016 meeting dates will be: Mon., Nov. 28 and Thurs., Dec. 29, 2016. The meetings begin at 7:00 pm in the Little Five Points Center for Arts & Community, 1083 Austin Ave NE. All are welcome to attend. Next Meeting: Thursday, December 29, 2016.
